The short version: you need a softener if you have scale, and you can confirm that with a $10 test strip rather than a service call. If your water tests above 120 mg/L as calcium carbonate and you are seeing crust on fixtures, a softener is the correct fix and nothing else substitutes for it. If you are below that, or what actually bothers you is taste, chlorine or sediment, a softener is the wrong purchase and a filter is the right one.

Hardness is a measurement, not an opinion
Water hardness is dissolved calcium and magnesium, reported in milligrams per litre as calcium carbonate. The U.S. Geological Survey classification is the one most laboratories and test kits use:

An important thing to know before anyone sells you on urgency: EPA sets no drinking water standard for hardness. It is not in the National Primary Drinking Water Regulations, which are the enforceable health-based limits, and it is not in the Secondary Drinking Water Standards either, which are EPA's non-enforceable aesthetic guidance covering things like iron at 0.3 mg/L, manganese at 0.05 mg/L and total dissolved solids at 500 mg/L. Hardness appears in neither list. It is a nuisance and an equipment problem, and we are not going to dress it up as a health one.
Hardness is a plumbing problem with a plumbing fix. It is not a regulated contaminant.
The signs, in the order they usually appear
Early and easy to miss
- Spotting on glassware straight out of the dishwasher, that wipes off dry rather than washing off wet.
- Soap that will not lather. Calcium and magnesium react with soap instead of foaming, so you use more of it for the same result.
- A film on the shower door that returns within days of cleaning.
Unambiguous
- White or grey crust on faucet aerators and shower heads. Scrape it with a fingernail; if it flakes, that is scale.
- Chalky deposit inside the kettle after a few weeks.
- Reduced flow from a shower head that recovers after soaking it in vinegar — the deposit was inside the nozzles.
Expensive
- A water heater that takes longer or runs louder. Scale settles on the heating surface.
- Dishwasher or washing machine failures earlier than expected.
None of these is proof on its own — a white deposit can also be from an iron or manganese issue, which is a different problem with a different fix. Test before you buy.
How to actually test
Three options, in increasing order of cost and confidence:
- A hardness test strip. A few dollars, five minutes, and accurate enough to tell soft from very hard. For the buy-or-not-buy decision, this is genuinely sufficient.
- Your utility's annual water quality report. If you are on municipal water, hardness is often reported in it. - A certified laboratory test. Worth it if you are on a private well, because EPA does not regulate private wells and nobody is testing your water but you.
What a softener does, and what it does not
An ion-exchange softener passes water through a resin bed that swaps calcium and magnesium ions for sodium or potassium ions, then periodically flushes the accumulated hardness to the drain with a brine solution and starts again. What it does not do is filter. It is not a sediment filter, it is not a carbon filter, it will not address chlorine taste, and it makes no claim about the health-related contaminants EPA regulates — lead at an action level of 0.015 mg/L, arsenic at an MCL of 0.010 mg/L, nitrate at 10 mg/L as nitrogen. Those are different problems solved by different equipment.
Being straight about our own catalog: the WHR01 carries no NSF/ANSI certification recorded on its product page. Plenty of good equipment is uncertified, and softening is a mechanical process rather than a contaminant reduction claim, but we are not going to imply a certification that is not there. If you rent, this article mostly does not apply to you
A softener is plumbed into the main line before the water heater. That is not a tenant modification. If the hardness bothers you specifically for drinking and cooking, a point-of-use system on the kitchen tap is the realistic move — and reverse osmosis does reduce dissolved solids generally, which includes hardness minerals in the water you drink. It does nothing for the shower, the kettle or the washing machine, and you should not buy it expecting otherwise.
If you own, but you are between 60 and 120 mg/L
This is the genuinely arguable band. You will see some spotting. Whether a softener is worth several thousand dollars to make that stop is a judgement about how much it annoys you, not a technical question. We would not push you into it.
Running costs, honestly
A softener is the one category here with an ongoing consumable that is not a filter cartridge: salt. It also uses water to regenerate, and it adds sodium or potassium to the softened water in proportion to the hardness it removed. Budget for salt on a recurring basis and for the regeneration water in your bill.
Against that, compare the alternative cost of scale: the water heater, the dishwasher and the washing machine are the appliances that actually fail early in very hard water. That is the arithmetic that makes a softener worth it above 180 mg/L and increasingly hard to justify below 120.

Questions people actually ask
Does a softener make water safe to drink?
It makes it soft. Safety is a separate question governed by separate limits — EPA's National Primary Drinking Water Regulations set enforceable maximum contaminant levels and action levels for the health-related contaminants, and hardness is not among them. A softener does not address any of those.
Will softened water taste salty?
Ion exchange adds sodium in proportion to the hardness removed, so the harder your water, the more is added. People on very hard water sometimes notice it. Potassium chloride can be used instead of sodium chloride in the brine tank if that matters to you.
Can I put a softener after my whole-house filter?
Order matters and depends on what you are treating. Sediment ahead of the softener protects the resin bed from fouling. If iron is present, that generally needs handling before the softener as well, because iron will foul resin — which is what the metal-removal whole-house systems are for. EPA's secondary standard for iron is 0.3 mg/L and for manganese 0.05 mg/L; both are aesthetic guidance rather than enforceable limits, but they are the numbers a test result will be compared against.
Do salt-free "conditioners" work?
They are a different technology with a different claim — they aim to change how scale forms rather than to remove hardness, so a hardness test after one will read the same as before. We do not stock one, so we have no product to point you at and no basis for telling you whether a given unit performs.
What size softener do I need?
